Some webcams will have a switch that slides in front of the camera to block it. Some of the lab computers on-campus are like this. Ensure that the webcam switch is open.
Some antivirus apps have a security setting that can the prevent the camera from recording an image even when the light on the camera is on. To turn this feature off, go into your antivirus app settings and turn off "Webcam Protection"
